Which communities will be affected by the building of the tunnel?

The entire Region of Los Angeles and the San Gabriel Valley will benefit.  A tunnel would have positive impacts on traffic in the region from downtown Los Angeles stretching east to the 605, as well as further south along the 710 freeway.

    Perhaps a more robust and diplomatic answer can also explain which communities will not benefit (because “affected” does not solely refer to positive outcomes). That is, beneath which communities will the tunnel be developed? Which communities will bear the burden of a new pollution source beneath their properties? The Journal of the American Medical Association (JAMA) published an article in 2006 linking proximity to Southern California freeways and heightened asthma rates. “Reducing congestion” aside, how will the tunnel “affect” these residents and their families?
